The Roles and Functions of
Private and Public Health Insurances

[Program:PDF] for download

Organizers

Hitotsubashi University
The Policy Research Institute, Ministry of Finance, Japan

Venue: Josui Kaikan, 2-1-1 Hitotsubashi, Chiyoda, Tokyo, Japan

Date: February 27, 2012 (from 10AM to 5PM)

Purpose of the workshop

  1. Private and public health insurances coexist in most developed countries. And the way they are related is not the same for all countries: the two insurances sometimes exist side-by-side, offering the similar services; the private insurance serves complementary/supplemental roles for filling the missing services of the public insurance; and the private insurance can even be a contender of the public.
  2. The Workshop intends to contribute to this important aspect of health care system in two ways. The first is a delineation of the two insurances and tries to examine (and refine) the OECD studies on private insurance in health care. The second is more inductive, and seeks to draw ideas to conceptualize the role of private insurance from the experiences of developed countries.
  3. In Japan, the relevance of receiving private health-care services on top of the public health care has long been attracting attention from all people and institutions related to health care. We would specifically like to present the case of Japan, and to invite discussion of the participants based on their experiences and observations of their own countries.
