Admission Policy

 Hitotsubashi University's mission is "to create intellectual and cultural property which will contribute to the building of free and peaceful political and economic societies in Japan and the world and to train those who will assume positions of leadership" (mission statement). Since its establishment, it has produced many highly talented graduates who have been active not only in Japan, but also internationally. In this day and age, in which we face changes in conventional domestic and international orders and a wide range of risks, we need concrete measures that are long-term and inclusive and a leadership that can put these measures into practice at both domestic and international levels. Also, as a result of systems centering on nation-states being shaken, a comprehensive analysis from perspectives such as nation, market, and civil society have become essential in today's world to formulate and implement public policy.

 The School of International and Public Policy (IPP), which is a Professional Graduate School, aims to develop professionals who, being aware of these kinds of issues and having studied methods of analysis from disciplines such as law, public administration, international relations, and economics, take into account the perspectives of neighboring disciplines and have a specialist and comprehensive knowledge of a variety of actual problems and are equipped with a sense of ethics and responsibility. More specifically, it is our mission to turn out professionals who can contribute to society by performing a variety of constructive and proactive roles in a range of fields, such as civil servants at central and regional levels, employees at international organizations, NPOs and NGOs, researchers at think tanks, people involved in public policy and international relations in businesses, and people involved in generating public debate in the media.

We no longer find ourselves in an era in which everything can be safeguarded by walking along established paths. We expect applications from people who have great intentions relating to the public arena or aspire to work in the public arena, and who, having taken specialist knowledge gained with their heads into their hearts, work actively on their own initiative, have a sense of enterprise in which they forge new paths for themselves, and try to improve themselves by actively interacting with and learning from others from diverse backgrounds.

In this graduate school, we welcome those who aim to become professionals and leaders with an excellent awareness of issues and the ability to set issues, to engage in research, to conduct precise analysis, to come up with policies, to communicate, and to take action. We expect applications from ambitious working people who, on the basis of their highly specialized work experience, wish to gain a higher level of professionalism and comprehensiveness by developing theoretical knowledge in the field of (international) public policy and related neighboring disciplines, as well as by interacting with others from diverse backgrounds to achieve synergy through dialog.

Special Selection for International Students

In this graduate school, we welcome those who aim to become professionals and leaders with an excellent awareness of issues and the ability to set issues, to engage in research, to conduct precise analysis, to come up with policies, to communicate, and to take action. We expect applications from ambitious international students who have a strong motivation for learning to systematically obtain methods of analysis in the above fields, who possess a level of Japanese that is sufficient for understanding lectures and participating actively in discussions, and who, by making use of their experiences in Japan, aim to play a central role in a range of fields in the international community in future.
