Exchange Program
The School of International and Public Policy (IPP) welcomes master's level students from its partner institutions, as well as those from Hitotsubashi University's partner institutions, to join our exchange program.
Exchange students at IPP can fully pursue their academic interests as they can take any courses* of their academic interests at IPP and other graduate/undergraduate courses of Hitotsubashi University. Japanese language courses (basic, intermediate, and advanced) are also available.
*Some courses are not open to exchange students.
How to Apply
Only students from the partner institutions of IPP or those of Hitotsubashi University are eligible for the exchange program at IPP. Students must be nominated by their home institutions before they begin the application process.

students' home institution.
3.Students submit the application documents through their home institution.
*IPP does not accept application form directly sent by students.

Spring-Summer 2027 Admission:

IPP also welcomes master's level students from the partner universities of Hitotsubashi University as well. A list of these institutions can be found here.
To apply for the exchange programs at Hitotsubashi University, please follow the application procedures provided here. If you wish to join the IPP program, select the Graduate School of International and Public Policy during the online application process.

Note that the courses available to exchange students at IPP are the same, regardless of their home institutions.
Courses Offered in English at IPP
Foreign Service Sub-Program within Global Governance Program and Asian Public Policy Program at IPP offer many courses in English, many of which are available to exchange students.
You can find the courses in the two programs here.
The course list will be updated in March with the definitive courses for the Spring/Summer semester and in August with the definitive courses for the Autumn/Winter semester.
Double Degree Program
IPP has developed Double Degree programs with our partner universities. Students participating in a Double Degree Program will learn one year at IPP and one year at their home university seeking for two degrees at both universities (one degree from each university).
Students will be enrolled in the Foreign Service Sub-program (FSS) within the Global Governance program and spend at least one year at IPP.

Information for International Students
Exchange students and Double Degree students are given priority for a single room in Residence Hall Ikkyo-Ryo, with use of a common area to be shared with residents on the same floor.

IPP students have the opportunity to participate in the exchange program or double degree program at our partner universities.
General Information for Exchange and Double Degree Program
Tuition
During your study abroad period, students pay tuition to IPP, while the tuition fees at the host university are waived.
Credit Transfer
Students may apply for credit transfer. If approved, up to 16 credits earned at the host university and converted into IPP credits may be recognized as elective subjects and counted toward graduation.
How to Apply
Applications are now open.
Application Deadline: April 3, 2026, 3:00 p.m.
Students who intend to participate in the exchange program are advised to consult their academic advisor before applying.
<Selection process>
1.Submit application documents to the IPP Office by email during the application
period by 3:00 p.m. on April 3, 2026.
2.Participate in a short interview (approximately 15 minutes) conducted by IPP
faculty members on the afternoon of April 7, 2026.
3.You will be notified of the IPP internal selection results and the university to
which you will be nominated.
4.The IPP Office will officially nominate you to the host institution.
5.Once the host institution accepts the nomination, follow the host institution's
instructions to complete their application process.

To apply for the exchange program or the double degree program, students must meet the following criteria:

Exchange Program
Students study at the host university/institution for one or two semesters. While IPP does not set definite workload requirements, it is strongly recommended that students earn credits for at least two courses for one semester or four courses for two semesters. Students must also meet the minimum workload requirements set by the host institution, if any.

Double Degree Program
IPP has developed Double Degree programs with our partner universities. Students will study one year at IPP and one year at the host university, seeking two degrees from both universities (one degree from each university).
Partner University and its double degree program
Sciences Po Strasbourg (SPS)
・ Students will enroll in a master's program at SPS in September and study for a minimum of one year.
・ Degree to be awarded: Master of International Relations
・ Degree Requirements at SPS: 60 credits, a master's thesis, and proficiency in two
foreign languages.

【Language and Academic Requirements】
・ Language Requirements: a TOEFL iBT score of 100 or higher, or its equivalent.
Students with DALF C1 level may take courses taught in French.
・ Only students who have demonstrated academic success and strong grades are
eligible.
Yonsei University, Graduate School of International Studies (GSIS)
・ Students will enroll in a master's program at GSIS in February or August after spending one year at IPP, and study at GSIS for a minimum of one year.
・ Program: International Cooperation Program (PIC)
・ Degree to be awarded: Master of Global Affairs & Policy
・ Degree Requirements at GSIS
・ Maximum Number of Participants: 1
【Language and Academic Requirements】
・ Language Requirements: a TOEFL iBT score of 100 or higher, or its equivalent.
Students with TOPIK Level 4 may take courses taught in Korean.
・ Only students who have demonstrated academic success and strong grades are
eligible.
